Report Quality Analysis
- Report covered data from 2010.
- Azerbaijan leads the pack on regularity and timeliness, publishing semi-annual and annual reports since 2003.
- The templates are tailored for each sector and have been improved over the years. In particular, revenue stream disaggregation is now more complete and the 2009 and 2010 annual reports cover the mining sector.
- Independent reconciliation reports appear to mention only the revenue streams where there were discrepancies between company payments and government receipts. All streams should be included.
- The report also fails to disaggregate by commodity. Separate revenue figures for oil, gas, silver and gold should be provided, along with the corresponding production and price data. Only revenues from production sharing agreements are disaggregated by commodity.
- Despite their importance, the report does not explain the critical role of Azerbaijan's state-owned enterprises SOCAR and SOFAZ, such as revenues earned or how much is transferred to the treasury.
- The report also omits the monetary value of in-kind receipts. For instance, the 2010 report indicates the government received 215 million barrels of oil and 3.5 billion cubic meters of gas, but not the value of these resources.
- Revenue Watch has used global average prices to calculate the value of in-kind receipts of oil, silver, and gold. However, because there is no reliable global average price data for natural gas, the figures below do not include the value of in-kind gas receipts.
