- The report includes detailed descriptions of Mozambique's mining and gas sectors, including projected growth, the sector's growing importance to the national economy, and individual companies' activities and production.
- While the report's written elements are thorough and informative, it contains relatively little data. Government only reported receiving payment from two of the six companies covered by the report, making an accurate reconciliation of government and company figures impossible.
- The report does not include payments made by a number of mining and gas companies--including the state-owned gas company--presumably because payments from these companies did not meet the materiality threshold.
- Companies were included only if they paid the government at least 1,500,000MT (about $62,000) in 2008. With total extractive industry revenues of only a few million dollars, Mozambique should consider lowering its materiality threshold to ensure that future reports are more comprehensive. Future reports should include all companies likely to play a significant role in Mozambique's expanding mining and gas sectors, even those that have not yet begun production.
- The report notes which government agency collects each revenue stream, useful information for civil society groups interested in tracking extractive industry financial flows.
- Neither the volume nor value of gas received in-kind is included in the total government and company payments.
