Summary
- This is Mali's second EITI report since it became a candidate in September 2007.
- It improves on the first report in several ways. Most importantly, this report disaggregates its pre- and post-reconciliation figures by company and revenue stream. This allows readers to see how companies and government agencies adjusted their reported figures during the reconciliation process and to identify the location of remaining discrepancies.
- However, unlike the first report, it does not define a materiality threshold.
- The report gives detailed explanations of each revenue stream, including tax rates and the government agency responsible for collection.
- Recommendations and descriptions of challenges encountered during the reconciliation process and are helpful but repetitive.
- The report includes the names of relevant government officials and company representatives.
